Here is what every foreign buyer or seller should look for when selecting an agent in Croatia.

Verify Their License

In Croatia, all real estate agents must hold a valid license issued by the Croatian Chamber of Economy (HGK). This is not optional — it is a legal requirement. Licensed agents have passed professional exams, carry liability insurance, and are bound by a code of conduct. Before signing any agreement, ask to see the agent’s license number and verify it.

Unlicensed brokers do operate in Croatia, particularly in tourist areas. They may offer lower fees, but they provide no legal protections if something goes wrong.

Look for International Experience

If you are a foreign buyer, you need an agent who understands the unique challenges international clients face. This means fluency in English (or your language), familiarity with cross-border tax implications, experience coordinating with lawyers and notaries on behalf of foreign nationals, and understanding of the OIB process and Ministry of Justice approval for non-EU buyers.

Check Their Market Knowledge

Croatia’s property market varies dramatically from region to region. A seafront apartment in Dubrovnik operates in a completely different market than a family home in Zagreb or agricultural land in Slavonia. The best agents have deep, specific knowledge of their local market — including realistic pricing, upcoming developments, zoning regulations, and neighborhood dynamics.

Ask potential agents about recent comparable sales, how long properties typically sit on the market, and what trends they are seeing. Their answers will tell you a lot about their expertise.

Evaluate Their Marketing Reach

If you are selling, your agent’s marketing capabilities directly impact how quickly and profitably your property sells. Ask about professional photography and videography, which online portals they list on (both Croatian and international), their social media presence and buyer network, and whether they market properties in multiple languages.

A strong international marketing strategy is essential for reaching the growing pool of foreign buyers interested in Croatian property.

Understand the Fee Structure

In Croatia, the standard real estate agent commission is typically 3% of the sale price plus VAT (25% on the commission). This is usually paid by the buyer, though arrangements can vary. Be wary of agents who charge unusually low fees — this often means reduced service, limited marketing, or less experienced staff.

Make sure the commission structure, services included, and any exclusivity terms are clearly outlined in your agency agreement before you sign.

Ask for References

A reputable agent should be happy to provide references from past clients, particularly international ones. Online reviews, testimonials, and case studies can also give you insight into an agent’s track record and client satisfaction.
